Research on the Evaluation of the Development Capacity of Technology-based SMEs Under the Specialization—Refinement— Uniqueness—Innovation Orientation

Abstract: Accurately identifying and grasping the development capabilities of technology-based small and medium-sized enterprises (SMEs) is a key prerequisite for guiding them to up⁃ grade and improve efficiency in specialization—refinement—uniqueness—innovation (SRUI). Most of the existing studies focus on the development capabilities of technology-based SMEs based on the unified standards of SRUI, but they fail to effectively reveal the objective advan⁃ tages of those SMEs, nor do they fully consider the dynamic development characteristics of technology-based SMEs. In light of the background of digital transformation and the require⁃ ments of SRUI development, this paper constructs an evaluation index system for the develop⁃ ment capabilities of technology-based SMEs, which includes five criterion layers: specialization, refinement, distinctiveness, innovation, and digitalization. Additionally, a method for identifying the main theme is introduced, which objectively reflects the advantageous characteristics of technology-based SMEs. This method helps in identifying and evaluating the main theme and basic features of the development of technology-based SMEs. It also incorporates dynamic fac⁃ tors reflecting the development status of these enterprises to identify and assess their develop⁃ ment trends. On this basis, the development strategies of technology-based SMEs under SRUI orientation are classified into four types: strong foundation and favorable situation, weak founda⁃ tion and favorable situation, weak foundation and unfavorable situation, and strong foundation and unfavorable situation. Each category receives tailored development strategies that suit the specific circumstances of the technology-based SMEs. An evaluation of 79 typical technologybased SMEs in China revealed the following findings: ①Among them, 11 enterprises meet the criteria of "strong foundation and favorable situation". These companies have established a stable growth foundation, and their development trend is at a medium to upper level. Moreover, they focus on their fields and main businesses, and can build their own advantageous characteris⁃ tic development pattern by relying on professional technical products and refined management capabilities. ②There are 22 enterprises that conform to the "weak foundation and favorable situ⁃ ation". The basic growth of these enterprises is slow and fluctuates up and down, at a medium to lower level, but their development trend remains at the forefront of the overall situation. They can build a development pattern that combines novelty and digitalization. ③There are 26 enter⁃ prises that meet the criteria of "weak foundation and unfavorable situation". These enterprises still have considerable room for improvement in their overall development capabilities. Mean⁃ while, their development foundations and trends are both in the middle and lower reaches of the group. However, these enterprises attach great importance to the construction of digital intan⁃ gible assets and have a relatively high degree of digital transformation, which can help them build a development pattern characterized by digital transformation. ④There are 15 enterprises that conform to the "strong foundation and unfavorable situation". The development foundation of these enterprises shows slight fluctuations, and their development trend is at the lower end of the group. Moreover, the construction of digital infrastructure has been continuously strength⁃ ened, and they can build an advantageous and distinctive development pattern based on their large-scale digital assets.
