How Can Future Industries Empower New Quality Productive Forces: Taking the Chengdu-Chongqing Economic Circle as an Example

Abstract: In the strategic opportunity period of the in-depth advancement of the ChengduChongqing Economic Circle construction, future industries, as the core engine driving the itera⁃ tive upgrading of new quality productive forces, are accelerating the reshaping of the regional economic competition landscape. Exploring how future industries can effectively empower new quality productive forces, and using this as a guide to actively seize the industrial high ground formed by the new round of technological revolution and consolidate the essential foundation for developing new quality productive forces—has become an imperative choice for the region to implement national strategies and shape new development advantages. First, based on the theo⁃ retical framework of the regional innovation ecosystem and integrating multidimensional perspec⁃ tives such as industrial organization, spatial governance, and open cooperation, this study sys⁃ tematically reveals the mechanism through which future industries empower new quality produc⁃ tive forces. The mechanism consists of four key aspects: first, strengthening the innovation foun⁃dation by breaking through disruptive technologies and aggregating high-end factors; second, en⁃ hancing synergistic efficiency by integrating innovation chains and optimizing the industrial ecol⁃ ogy; third, expanding development space by creating application scenarios and innovating value paradigms; and fourth, reinforcing institutional safeguards by establishing adaptive rules and a resilient governance system—thereby promoting the emergence and upgrading of new quality productive forces at the regional level. Second, the study analyzes the practical challenges faced by the Chengdu-Chongqing Economic Circle in the process of empowering new quality produc⁃ tive forces through future industries. At the endowment level, the supply of high-level factors and the spatial distribution of resources still require further optimization. At the mechanism level, the depth of innovation synergy, the input-output structure, and the allocation of factors in the market need continuous strengthening. At the institutional level, policy implementation and cross-regional coordination mechanisms remain underdeveloped. Finally, based on the above analysis, the study proposes a four-dimensional development path:"factor aggregation—mecha⁃ nism integration—scenario empowerment—institutional governance"to promote the efficient em⁃ powerment of new quality productive forces by future industries in the Chengdu-Chongqing Eco⁃ nomic Circle. This includes: first, achieving comprehensive factor aggregation and building a high-level innovation support system by expanding the supply of scarce factors and optimizing their spatial layout; second, fostering ecological integration of mechanisms and establishing a demand-oriented innovation network by facilitating industry-university-research collaborative innovation communities and building market-oriented factor circulation platforms; third, enhanc⁃ ing scenario empowerment and forming a value-circulating industrial ecosystem by establishing technology-scenario symbiotic testbeds and cultivating new business paradigms for new quality productive forces; and fourth, strengthening institutional resilience governance and establishing a new paradigm for cross-regional collaboration by setting up governance innovation pilot zones and balancing risk-benefit-ecological mechanisms. The research aims to provide theoretical support and practical references for the Chengdu-Chongqing Economic Circle to overcome struc⁃ tural development barriers, build a new pattern of regionally coordinated development that sup⁃ ports the highly efficient empowerment of new quality productive forces by future industries, and help transform the area into a pivotal hub for new quality productive forces that connects domes⁃ tic and international dual circulations—serving as a vital growth pole and a new source of power for the nation's high-quality development, thereby better fulfilling its mission of leading the innovation-driven rise in Western China.
