Thematic Evolution and Policy Effects of China's Semiconductor  Industry Policies

Abstract: As the core of modern information technology and the support of strategic emerg⁃ ing industries, semiconductors have become a major national strategic issue in the context of in⁃ tensified technological competition between China and the United States, aiming to achieve in⁃ dustrial autonomy and controllability. Industrial policies, as the convergence point of national  strategies and market mechanisms, are of vital importance to the development of the semiconduc⁃ tor industry. This paper takes 2,935 semiconductor industry policy documents issued by the na⁃ tional, provincial, and municipal governments from 1978 to 2022 as the research object, aiming  to clarify the stage evolution laws and hierarchical correlation characteristics of policy themes at  different administrative levels, and provide references for policy optimization. The research em⁃ ploys co-word analysis, LDA, and DTM topic modeling methods, and combines visualization  tools such as Nvivo, Gephi, and LDAvis to divide industrial development into four stages: adjust⁃ ment and start-up, exploration and development, comprehensive construction, and strategic  deepening. It conducts analysis from three dimensions: policy high-frequency words, stage  theme evolution, and hierarchical theme evolution. The results show that the high-frequency  policy words have comprehensive coverage and evolve along with the industrial environment and  strategic dynamics. In terms of stage evolution, the national level shows a gradual change, the  provincial level gradually becomes systematic, and the municipal level gradually becomes diver⁃ sified. The hierarchical evolution shows step-by-step orderliness, collaborative progressiveness, era evolution, hierarchical lag, and strategic differences. The policy effects at different stages are  significant, ranging from early institutional reforms and technological breakthroughs to compre⁃ hensive support and independent control, forming a hierarchical promotion mechanism of "the  central government sets the direction and local authorities implement it". This study, through the  integration of multiple methods and multi-dimensional analysis, systematically reveals the evolu⁃ tion logic of China′s semiconductor industry policies, making up for the insufficiency of singledimensional research. It provides empirical support for clarifying the focus of industrial policies, improving multi-level transmission mechanisms, and implementing differentiated layouts, and  has significant theoretical and practical significance for promoting the high-quality development  of the semiconductor industry.
